I see some healthy looking buds here and there so I'd say not dead.....just slow to leaf out. And that can happen sometimes with new plantings their first season.

If just starting spring now, I'd say the OP was in the southern hemisphere :-) Australia perhaps.

I read many posts over roses turning red color so I scare that this tree got rosette virus.

I don’t think RRV is present in Australia. The buds look perfectly fine and different varieties leaf out at different times. Those in part shade can also leaf out later.
