Peeling tree bark and Caterpillar nests

I have a silver maple out front that has peeling bark, and this year we had a gypsy moth infestation like many places and the tree is covered in nests. Especially where the bark has peeled. I mean COVERED.

I understand the best thing to do to limit caterpillars next year is to scrape off the nests and let them soak in bleach water to kill the eggs before they hatch next year but I am worried about hurting the tree. They are also up so high that I wouldn't be able to reach. Any advice?? And is there anything else we should do to help the tree and treat the cause of the peeling bark in the first place?
