Are those new cabinets? Existing just painted? Existing refaced? What and whom did you hire to do the work? What exactly did they do? Not excusing the poor work but context is needed to offer help with your next steps.

they are brand new cupboards. its a whole new kitchen and brand new hand painted.

Were they painted in the home after install? Who painted them? What did he do for prep? Hand painted? What type of paint did he use?
