How do I prune/recover my lipstick vine?

I posted a couple of months ago about my dying lipstick vine. I finally figured out what was causing it's decline - not enough sunlight. I had installed some shades that still let a lot of light through which I thought was enough for the plant but apparently not. Anyway, now that I've been giving it proper sunlight, it is starting to grow some new leaves and a couple of new shoots. However, as it is now, I mostly have scraggly stems with no leaves at all and then some healthy leaves at the bottom. It looks really bad. Should I trim the stems all the way back near the soil? I would in turn cut off some of the healthy leaves at the bottom of the vines. Should I then try to replant the healthy sections of the stems back in the pot? I can't seem to find information online on what to do in this case. Photo attached. Any insights greatly appreciated!
