Privacy wall ideas & costs

Any ideas or tips on what type of wall we should build in our backyard to replace a worn out wooden fence? Neighbors had overgrown ground ivy that completely damaged our fence so we want to put in a more permanent solution. We’re thinking that a stucco block wall would be be most esthetically pleasing but are open to ideas. Do you know what the cost would be for about 100 linear feet, 5 ft high? Are there more cost effective options?

This is what the fence looks like after we removed all the ivy. Neighbor is on much lower ground so 5 ft is enough for full privacy while giving us a less obstructed view.
