Alnwick Roses Need Help!

Hello fellow rose lovers! I’m trying to grow roses and have a problem. The Alnwick from DA budded beautifully, and I got one nice rose. But the buds now have brown on them! What should I do? (I also saw three tiny green bugs in one bud...? What are they?)It rained really hard one day; perhaps it’s from that?
Is it too soon to spray with Bayer rose spray? This is their first time blooming.
