Sick 13 year old cactus

I’ve had this cactus for 13 years and honestly never really took good care of it. I’ve recently repotted it into specialist cacti soil and gave it a good watering as I wasn’t doing it often enough. The base is slightly white and then brown but it’s not soft/mushy, it’s completely hard. Is it just under watered?
