What to do with "dying" cactus?

I have a cactus that I mistreated. It started turning gray from the bottom and the dead-looking portion kept creeping up the stem higher and higher. I started taking better care of it and it actually has flowers now (buds, but soon flowers).

My question is what to do.

Do I:

1) Leave it alone

2) Cut the dead part out and try to reroot from the healthy (top) portion

3) Bury the "dead" portion and root in soil with only the healthy (top) portion above the soil line

4) Something else
