Electrician Got Permit prior to signing contract

Was planning on working with an Electrician to complete a project. We didn't agree on the final contact and he sent several versions. He then stated that he could go ahead and get the Electrical permit before we signed the contract. He got the permit, but we couldn't agree on a final contract. The electrician is requesting I pay for the permit and administration fees. Do I need to pay for this? The permit was only good for work don't by the Electrician and has now been withdrawn.

If you told him yes go ahead and get it before you signed the contract then yes you should pay. If he did it of his own volition then no

The electrician should try to get the money back from whoever he gave the money to.

You agreed to have him pull the permits, that's enough of a "contract" for him to collect from you.

I suspect the effort the electrician invested to investigate the existing conditions, scope your project and get it under contract far exceeds the cost he paid for the permit. While I don't think you're required to reimburse him for the permit cost, it would be most gracious of you to do so. The permit may be transferable to you or another contractor; check with your municipality's code compliance office.
