No expert here (understatement) but when a power outage or power "blink" screws up our PC sometimes just unplugging both the pc and the router for 5 minutes then plugging in the router to stabilize followed by plugging in the pc to stabilize resets everything. But that's so simple a solution that you no doubt have already tried it, and I have no idea what the message means either. Good luck!

I would just try restarting your PC first and see if it helps. If that doesn't work, try unplugging your modem for about 10-15 seconds. If you can't access the internet, but your PC is working fine otherwise, then rebooting the modem alone may help.
