Mulch for falling. Stall mats for bouncing balls. Sorry, but codes for playgrounds suggest engineered mulch (!) is the best surface for falling kids (NPO I work with just did two playgrounds, the mulch is 16" deep). Stall mats are 4'X6' recycled tire mats that are dense and yet resilient. Over asphalt or concrete they won't mess up the game, but will prevent road rash. Plus they are removable when the kids quit playing there and move on to larger fields. Don't know of a product that will do both satisfactorily.

The mats can be laid over anything. For good bouncing of basketballs, Rake, level and roll prior to putting down the mats.
