I have had this clump of fargesia nitida for over twenty years. Although well established, it never did as well as another clump that I have in another place, but it was doing just fine nonetheless. i just discovered that a syrveyor who was here cut almost all but two or three culms down to about one foot high. the clump was maybe a foot and a half in diameter. If watered, will it come back?
