Why does one of my lavenders never flower?

There are two very healthy lavenders growing side-by-side in my sun-drenched garden. One has narrower leaves than the other, and flowers profusely all year. The other, which has wider leaves, has produced zero flowers since I planted it as a cutting 2 years ago. When you crush its leaves, they smell more like menthol and less sweet than the other one. I assumed they were both lavandula dentata but now I wonder whether the non-flowering one might be some weird hybrid. Please see attached pix. could anyone advise me?
