Could definitely benefit from a clean-up and curb appeal. What is the white and yellow sheet? Why a hose and janky hose reel? The shrubs are spindly and unattractive.

Improved landscaping will help a lot. Get some lush plantings. I think a generous step in front of the door would make the entry more welcoming. I would try to screen the A/C units with vegetation.

The view is the rock wall?

Can they do any DIY? What do they want it to look like?

I would do some sort of wood fencing or lattice around the utilities and some planting around that, and put in a better walkway.

I love the natural rock wall, strata, vegetation and all. All this needs imo is a better path and to clear away all the junk. A small shed might help.

As others have advised - a good cleaning, raking and removal of junk and unplanned vegetation would go a long way. After that a good landscape design that incorporates the rock wall and hides utilities would make this an attractive space. Good luck!

It looks like it was cleaned up before and had pavers and gravel installed. Start by getting a large container of roundup (with the spray hose) and kill off all the weeds.
