Remove New Growth from the Soil Line ?

I have single small growth on the soil level of a new conifer acquision. - JWP - Fukuzumi, I presume this is the understock material - most likelt Japanese black pine (cultivar is JWP Fukuzumu). It's directly adjacent to the trunk on the soil line.

Snip off or let it grow and or observe for a season ?

As far as I know, anything that sprouts below the graft will produce rootstock.

If it were mine, I snip it in the bud.
