Oh I see what you mean. I wouldn’t paint it. I think it’ll look funny. But what about some pretty cafe curtains?

No can do because the lower 'frame' has tile surround instead of framing to match the upper. Or so it looks. My picture is out of focus. Reframe the windows and then you can paint a contrasting color. I'd replace the two with a larger single window framed like a picture and plant a treed garden vignette to create a view.
