Please help! Unexpected Voltage readings on 240v circuit

I'm Installing two new 240v baseboard heaters. Thermostat is 3 wire configuration: One black Line input, One black load output, and a Red in the middle, onto which both red line and red load are connected. After installing the stat, but before installing the heaters, I checked the voltages with a multi-meter at the wires coming out of the wall when the stat is NOT calling for heat. The red load wire is reading 120v to the ground (as expected with the aforementioned 3-wire stat configuration). The black load wire is reading about 23v. Is this a normal amount attributable to induced voltage, or is that indicating a problem? When I measure from red load to black load (again, the thermostat is NOT calling for heat), I'm getting 63v. Does this indicate a problem, or just more "ghost" voltage? I will say that when calling for heat, the black load reads the correct 120v to ground, and I get 240V from load to load. So again, I'm guessing it's just induced voltage, but that seemed a little high to me. Any insight from an expert would be most appreciated. Thanks!
