With that view people won't be spending a lot of time looking at your decor. Paint the bottom container to match the top one. I assume you are adding windows to it. Add decorative brackets to the post and maybe use plant hangers to hold solar lanterns.. you could build brick rock bases around bottom of post, and they could be planters for bright flowers or great smelling herbs. Pavers and or crushed granite for a patio. Add furniture and fire pit. How about a hammock or porch swing to relax and enjoy the view?

On the top container are those all just windows or do the large ones open as doors? If they are doors you a rail around the deck even if it is only hog wire and 2x4s. if you don't want to build a pergola there, you can set poles in half whiskey barrels to attach Solar shades.

What a view! I suggest integrated ceiling lighting perhaps with a white or light colour ceiling if the walls are to be blue like the 2nd floor of the house. You can also add decorative lighting with ceiling fans or pendants depending on your decor.
