No. Bleach is phytotoxic ie it kills plants. By all means use it to clean pots and equipment but don't put it near your plants. The best way to keep seedlings healthy is to follow good horticultural practice. Use a good mix. Water correctly. Keep at the best temperature for the species. Give the right amount of light. Keep an eye out for pests and dispatch them by hand or with water spray.

This is the fifth thread since Monday Howard has started about this. They just want someone to tell them they can use bleach. They have already been told no in another thread.
