How deep is the planting bed between the fence and scalloped paver edging?

Well, that depends. Where in the world do you live, approximately? Daisies like hot summers and cold winters with regular rainfall.

Some issues that I can think of regarding planting outside the fence - damage from passing kids and pets, flower-picking neighbors, and soil contamination from snow-removal chemicals like salt.

Shastas don't need particularly hot summers. They thrive in the UK. It does seem a bit boring to use the same plant all along the fence. Maybe use three or so species repeated? It is also a bit risky to have a monoculture. If something hits them you lose the lot.

I love Shasta Daisies too. The white fence is beautiful.

I'd plant behind the fence. People can admire but no touch:)

@Design Fan Im in zone 6-7 in NJ. There is about 2 ft from the fence to the scallop brick.

A 2’ deep bed should accomodate shasta daisies in your area. Agree with the suggestions to mix in other plants - some that may work are black eyed susan, salvia, catmint, coneflowers, day lilies, etc. Keep them well maintained so the flowers don’t flop onto or obstruct the public sidewalk.

You have a long frontage so you've got plenty of space to mix things up then repeat for continuity. Three shastas then five veronica sunny borders blue then three daylily happy returns then three shastas etc. Research long blooming perennials and choose a color scheme that pleases you.

Shasta daisies should rebloom, at least my Banana Cream II's do, but I agree about planting a variety so something is always in bloom.

I think Shastas would get lost in front of a white fence. Maybe a purple aster that blooms later (into fall) or Rudbeckia that will also bloom into fall?
