What's going on with this branch of 'Moffat Blue' upright juniper?

Walking the gardens before dark and spied a section of foliage upon 'Moffat Blue' being a somewhat lighter shade of color. I expected to see a large girdling juniper cedar rust gall, though tracing the branch all the way back and nothing unusual exists. The bark was all peeling off to expose a stem of an unusual light brown color and silky smooth soft feel to it, the stem then thickens and produces foliage that is denser than normal, but otherwise not remarkably different. I did a scratch test and it's bright green below the bark. The branch shows no sign of decline, though never have seen something like it before, only two things come to mind, some type of possible disease or a strange branch sport, I don't know! Those who well know their junipers, have you ever come across this sort of thing?
