It doesn't look like what young P. pineas look like, according to my vague understanding of the subject.

Other two needle pines that I could presume might be planted in the PNW are the lodgepole pine and the pinyon pine.

When I traveled through your area art (PNW) summer before last, what stood out to me was the sheer number of Pinus contorta we passed and how much they reminded me of Pinus banksiana in appearance.

Your picture above looks so much like my P. banksiana, that my unscientific guess would be P. contorta (which can hybridize with P. banksiana where their native ranges intersect).

I cant find any photos of the hybrid P. contorta x banksiana. There are no observations for it on inat. After going through all the pines with 2 needle bundles, my guess is Pinus nigra. Im no expert on pines. 😬

I can't remember where I read about them hybridizing.

I walk by this pine a lot and it caught my eye because it looks so different from anything I've encountered. I'm pretty sure its not a commonly planted species here. It has a softer, finer texture than any non-five-needled pine I've seen. If not P pinea, it might be another species from the Mediterranean. My photo of the bud is very macro, and they appear larger than in real life. They're actually quite slender, much smaller than the diameter of a pencil.

From your picture, it almost looks to be a tree that has two different kinds of branches on it.

Like maybe a reversion or witches' broom. The branches further back are different unles there's a tree behind the one in the forefront.

I was questioning whether there was another tree behind the main one too. I see dead branches in the lighter part of the tree. It could be a candle of regrowth, that looks different from the rest of the tree?

It is a bizarre looking tree, with different textures and needle lengths in different areas, but is just one tree.

Is there any sign of a graft at the stump?
