Is it in a cultivated area? Or wild? Are the lower parts of the stems woody? Do I see a grey, felted texture on lower stems?

Thank you Flo, I discovered what it is- Amsonia var illustris . A plant that I have been growing for a number of years. I just never realized before that it's leaves get kinda corkscrew like after a hard freeze.

It isn't supposed to stay green yet, unlike all the other nicely behaved stuff growing here.
