Rusted exterior horse head decorative - how to repair?

Dear all, Merry Christmas and Happy New Year!

The house is located about 1.2 miles away from ocean, in San Francisco. The horse head is a decorative item (I think) which I'm hoping to keep. However, the bottom of the horse head somehow has developed a lot of rust, and separated from the brick fence wall (which we also painted. I think about 1.5 years ago I used construction adhesive (caulking) to "glue" it back and that seems to have worked for a while. Now somehow it's separated again.


Some questions:

  1. Last time I didn't do anything with the existing rust and just used construction adhesive to glue it back. I'm now thinking that I may have to deal with the rust first. What's the best way to remove/clean/solidify the rust?
  2. After I "handled" with the rust, what's the best way to "glue" the horse head back? Should I use Expoxy or Construction Adhesive again?
