New Build Exterior Paint - Nail Holes?

Bottom line - we moved into our brand new home last July. We didn't pay too much attention to the exterior as we were busy moving everything in and settling our two kids. This is a high-end cul-du-sac development where the GC is building every home (9 total).


As we began to actually start living in the home, I noticed that the nail holes on our exterior siding had not been filled. 70-80% were driven too deep leaving ugly holes. Siding is wood cedar clapboard - smooth finish. Our light gray paint really accentuates the dark holes and looks very unprofessional.


3 other houses had their paint done after we moved in, and we watched ALL of their nail holes get filled in. Builder is currently unresponsive. The 5 houses that were already complete on the street all had theirs filled too.


Contract says "All trim, siding, windows, caulked, and prepared for paint"


We are having some other issues with the GC, so I doubt he's going to hop all over this and fix, but isn't this industry standard? Especially if ALL of the other houses, using same cedar siding, had their nail holes meticulously filled? I'm assuming the MFG of the siding would recommend this practice to protect against moisture, insects, rot, etc?


Totally understand the P&S wording is likely going to drive the outcome - really just seeing if anyone else has run into this. Thanks!
