I fed it with some Scotts Rose & Bloom probably a few weeks ago. The fertilizer is several years old but has been kept in my house. Not sure if fertilizer like that goes bad if its kept in a climate controlled situation. 🤷‍♀️

I would give that rose bush liquid feedings of 1 tablespoon of Miracle Gro Bloom Booster fertilizer per gallon of water. Feed this formula every 10 days for 6 feedings. water as necessary between feedings. Amazon has it, 1#, $7.99. Besides N-P-K, it has several micro nutrients, each of which combined covers most nutritional deficiencies. If your new foliage clears up, then you know the symptoms were nutrition related. If not, it is most likely Mosaic Virus.

Also, RMV, can manifest in spring, and as weather warms up, new leaves start looking healthy. So leaves clearing up at the end of the fertilizer program I recommended could be non-nutritional, but the virus clearing up as the weather gets warmer. You did give the rose a nice feeding program, anyway, if the condition is truly RMV.

Ariel, RMV is not the end of the world. Do not remove a rose for that.

RRD (Rose Rosette Disease) is the bad one that needs removal.
