Shutters will never look like they're supposed to close over the upstairs windows, so no to them there. If you are diligent with watering, you could use window boxes up there and just do shutters on the two lower ones. Biggest bang for little buck would be the removal of the clumpy shrubs and replacement with a new andscape. With Spring just a few months away, order plant catalogs and plan now for a spring installation. Here is one of my favorites.

Hi ism8392. For your particular house style, we would recommend properly fitted, panel style shutters. Shutters should measure out to half the size of the window. I would vote for no shutters and pop the door in black. and yes, new plants. maybe spray paint the chairs red for a color pop.
