What is the surface and the layers underneath the surface, and where is the outlet

located?

Typically those butterfly boxes or [some call] box with wings are designed to be nailed to the studs. Where is your siding?

You can find installation instructions on Youtube. That particular cover is self sealing when snapped closed. There is no separate seal.

So this thing was not sealed, the back plastic insert was cracked and it was held in place with just 2 Dry wall screws 1/2" that were already rusting!

Got it fixed and mounted appropriately per code and the manufacturers recommended installation as neither were followed!

Properly filled the hole into the house as well to seal it.

I have to give you a lot of credit, for working hard, and spending a lot of extra money to fix things done wrong. I would worry about not removing the siding, and repairing under there, and then having it reinstalled. I do realize though, that money runs out and sometimes not possible to do every single little thing all over again.
