If I was trying to freshen up that kitchen, I'd start and finish by skim-coating off the texture of the ceiling and updating the light fixtures and pulls. Maybe a backsplash. If this isn't your forever home I would not spend a ton of money on a new counter or on painting the cabinets (combined, that's easily going to get to near $20k). You may not get it on resale, particularly if the next buyer is just going to rip out the kitchen anway.
