In Illinois building codes vary by municipality. Hire an architect and contractor familiar with the code for your town and inspections won't be a problem.

I have - hand rails to be 35 to 36 inches above stairs when complete - gentleman could not read a tape and had to put one above finished hand rail to make him happy at 38 inches - experienced contractor of 30 yrs was livid - Des Moines Iowa is not a builder friendly area, all suburbs are easier to build in.

Know this, you cannot rely on your contractors or building inspectors to make sure the work is done correctly let alone done well. It's all on you.
