Colorado is no bargain either and almost as many regulations and hoops to jump through.

More a matter of enforcement - mostly IBC/RBC are country/state wide. Many counties just inspect septic and elec., not so with California, Colorado maybe NY (possibly others such as coastal areas). Just becasue it is noy-t inspected does bot mean you don't need to follow code - if someone gets hurt for lack of compliance you are at fault - without a time limit. And some areas such as listed before require extra steps such as seismic, HVAC, elec, plumbing, structural, geo tech docs by an engineer.

Multi family are no too different from regular residential up to a 12 plex but probably require sprinklers. First thing I do in a new jurisdiction is find out what the rules are.
