I know this is an old thread but as to the disappearance of colored toilet paper, it was one of the first things to be "taken on/out" by the fledgling environmental movement. Colored dyes in the ecosystem hurting wildlife. I was in 7th grade and remember persuading my parents to stop buying it because it was bad. Sometime after than it disappeared totally. Phosphates were the next big thing to go after I think. (it was a long time ago!)

We live in an apartment with a fairly normal, small apartment bathroom. I found this really cool idea on Pinterest and modified it. The author took a piece of string, tied a pencil orv chopstick at the bottom and a loop at the top. Then she threaded the string through the toilet paper rolls - the pencil on the bottom keeps them from falling off - and hung it on a hook on the back of her bathroom door. I'm another who can't stand openly displayed tp, so I had the handle from a two-pack of juice bottles that I used at the bottom, and I used a double length of ribbon. Then I hung it on a hook on the back of the bathroom cabinet door, where it is in easy reach in times of necessity. I currently have three rolls, but am thinking of shortening it to two so I can take advantage of the storage potential of the round holders where the juice was.
