Zones are about high and low temps, you probably want to look at drought tolerant California and Texas plants. There are phlox varieties that are more hybridized with a bigger range of colors, you probably want one of those because this phlox isn't native for you, which is one of the selling points for those of us who want natives.

I suspect if you figure out what your area's plants are, you have some great options. If your area is dry, you might want to plant a lot of bulbs, which bloom in the spring and then go dormant.

Phlox divaricata is a deer-resistant plant. That's not to say it won't be sampled, like any plant, so it is best to plant more instead of less.
