Hi Maureen_S. I live in the subtropics and don't have your problem BUT I have seen some beautiful photographs of plants (long dead) all covered with ice or snow in places like Minneapolis, Denver, Chicago, etc, so I'd suggest a couple of large pots (able to be carried by 2 people, so you can get them out if you ever need to move home) with deciduous dwarfed trees, ornamental grasses, and maybe herbs and annual flowers in nice pots that still look good even during the winter whilst empty. IMHO a minimalist approach with a few nice items always looks superior to cluttered up and overdone. :) xombie
