He was supposed to have identified and fixed a bathroom leak last year, work that I paid him for (and he is expensive), but the leak returned and he sent his workers back this year. He charged me a very high amount for 12 hours of work that was supposed to have been done the first time around. When I asked Luis for a breakdown of costs, he responded with a snarky email letting me know that he didn't have receipts for any of the materials he bought and that he "didn't and never would" work with hourly rates.
