Frank constantly reviewed costs, always looking for ways to trim costs without sacrificing quality so we got the best bang for the buck. Throughout the planning and construction phases Frank provided guidance and sound recommendations. We had to work through some planning issues with the city and Frank was there handling the process. During the build Frank was there any time there was significant activity and made sure that the designs were carried out correctly. Budget issues were never far from Franks mind and every effort was made to keep the cost to a minimum but quality was never sacrificed. As unforeseen circumstances arose, Frank and the sub-contractors under his guidance made suggestions that were practical and cost effective.
