    No idea who makes the fixture - it could be a tube sconce without the shades.

    Usually, misunderstanding of the codes is due to the failure to grasp the subtle differences in the specific situation as it applies to the code.
    Here are the Ohio residential code amendments;


    Pay close attention to 311.2.2 and the word "Enclosed"
    Also, look at 311.5.3.3 "Open risers are permitted, PROVIDED......"

    If you are talking about something other than one or two family dwellings, then other codes come into play. I would either report the inspector to the state, or you should brush up on your code reading and understand the extenuating circumstances in your particular case.
