Your one option could be to use a "grain filler" first. This is a paste like substance made to fill open pore woods prior to finishing. One squeegees this on. lets it dry and then sands it off, leaving the pores filled. In the case of paint being the final topcoat, it's also feasible to skim the wood with sheetrock compound (assuming no bonding issues), sand, prime and paint.
