    You can't "find" it. These must be custom made. Any table will do. Just find a seamstress that does "fancy work" ( that translates to pillows, drapes and bedding for the design trade)
    Give her the dimensions of the table and fabric and You will have it. If she does upholstery too (most of them can do small upholstery jobs) she can do the railheads. Then order the glass for the top with a flat polished edge and you are done! Without a designer to do it for you, sometimes these custom things are a lot of legwork but definitely worth the effort. If
    you can't find all that, Calico Corners is now doing custom work and they would definitely do it for you.

A skirt can cover just the legs, or an entire piece of furniture, either to conceal any flaws or define a whole look. This foyer table looks so elegant with its tailored pleated skirt and nail heads. I wonder what the frame under it looks like.

This is a well-styled niche: The accent wall accentuates the silhouette of the wall detail, and the skirted table, tall lamp and art are well-proportioned. Something tells me a bit of storage was snuck under the skirt, too. Clever!
