Easy to grow, Santa Cruz Island Buckwheat (Eriogonum arborescens) makes a great native substitute wherever you might use a Tuscan Rosemary. It's leaves are similar and it's blooms are large, spectacular and range from a delicate to hot pink. Like many native "island" plants, it loves the beach but will also thrive inland.
