    Note - The holes for the counter-sunk screws would be pre-drilled. The horizontal wood pieces would have to be partially assembled as a panel before erecting and anchoring to back-up wall.

    The wood was applied to vertical straps that are anchored to a concrete wall. The vertical straps are the extruded aluminum shapes (either flat bar or 'c-shape') you see behind the horizontal wood scrim. The straps are pre-drilled to accept a lag screw connecting each horizontal wood member. The bottom half of the screen is securely fastened to the concrete back-up wall. Best to assemble the bottom half on a flat surface, then lift and fasten to your brick wall. Then finally for the top half, screw from the back side of the straps so that it is not visible.     The intent of this feature was to provide the homeowner with a bit of privacy due to the raised deck. So it wasn't so much intended to buffer any noise but simply a visual screen.
