How to attach the horizontal boards?

What did you do to put the vertical boards in the ground before attaching the horizontal boards to them? I would like to do something similar to my deck but it is a predicting deck so not sure how to attach the boards horizontally.

Where the horizontal boards are not supported by the structural posts, 2x4's are attached and hung from the beam/fascia of the deck. If additional supports are necessary, diagonal bracing could also be used and attached back to the deck structure but it was not needed in this case. These intermediate supports are not touching grade.
