I would either put one long low rectangular planter at the base of your railing, or 3 individual pots, and I would grow vines up your railing. Once they reach the top of your railing, I would add some type of lattice for them to grow up. Simple, easy and beautiful! Good luck! I can see why you are craving some privacy! :)

I think what ever you decide it has to be a mutual decision made with the neighbour you are attached to.

No, not really. We own our side and there is clear delineation. But of course we will let them know. They will be happy about the privacy as it will benefit them also.
