double hung shutters

I want to put double hung shutters on my windows but was told that they would be too heavy? I want to do 2 sets of bifold shutters so I can open top and leave bottom closed if I want. Thoughts? Windows are approximately 35" inside x 55 h, 40 outside (they would have to be outside mount (they would build a frame). Thoughts?
