Where are the outlets hidden around the vanities?

    They may be hidden inside the cabinet. I have done that in bathrooms. Even at the back of the drawer.

    Depending on where this photo is from, and whether this work was done with a building permit, they may have just chosen (although an odd choice) not to have outlets. Most codes require at least one GFCI countertop outlet on a vanity and hidden behind a drawer would not meet code in my experience.

    Yes, you definitely have to meet code. Codes vary by city and I you would want to put it on a GFCI even if it is in a cabinet. I have also seen outlets in the bottom of the the light fixture but you would have to purchase that kind of fixture and I don't think that would be easy.
