Paint the trim around the windows white,then do wood blinds if you must

White, they will look clean and pop against the blue.

Lighter tones will have a tendency to make a room feel larger, darker tones make the room feel smaller. Sometimes its nice to do dark blinds in large rooms to make them feel warmer and smaller, visa versa with lighter tones.
