Window treatment challenge

For a friend's new place:
One window is un obstructed and the other has a radiator in front of it. Would floor length curtain panels work on the single window along with shorter, window length panels for the other? Looking for rules, tends, common solutions...
(Assuming curtain panels are a goal here)

Panels on one window and roman shades above radiator or shades on all.

There isn't sufficient room to have panels on the one window. Using a pattered fabric roman shade on all windows will look best. This color and pattern is for example only:

There is no easy solution for this and placing any one thing might cause more attraction to the situation. You may however consider having a sheer panel that goes from end to end and pulling it back whenever needed
