Yes, it is a swastika. If it were not, the question never whould have come up. It even goes clockwise.

HI - The swastika was for good luck until the Nazi 's adopted it ,and reversed it, and turned it into something to hate and fear. My Mother gave my Father a coin that had that and some other good luck messages on it , that he carried in his pocket when he went off to war in WW2. It had nothing to do with the Nazi 's then. My Father was with the Canadian troops that liberated Holland .

It is a pinwheel.

@John: As an abstract artist, I frequently experience viewers seeing things in my art that I didn't paint--sometimes I understand why they see what they do and sometimes I don't. It's unfortunate that your pinwheel design is being interpreted as a symbol of hate (I see the pinwheel, but also see the unintended swastika, sorry) and I hope the homeowners haven't experienced anything similar or that could go poorly for them.
