Do you have a ceiling above the tomato plants?

Often it is easier to hang twine down from above than to support from below.

Hello Micamom , I've been growing tomatoes on my 2nd floor balcony for three years now and have found that tomato cages can work fine. Simply get large tomato cages and cut the leg wires a number of inches so the cages will fit snuggly inside the pots. Do some carefull measuring first to calculate the needed depth of the cages. Use tin snips or a plier to bend the wire back and forth till it wears off. If you have an overhead eave, you could run Twine up to eyelet screw or let the growing plant cascade over the balcony railing for a lush effect( If permitted in you lease LOL). If you have a strong beam/ceiling support, you possibly skip staking entirely.

Get a 5 gal bucket, poke a golfball size hole in or very near the bottom. Plant tom so that the plant is coming out of the hole and fill bucket with dirt. [Note: A pair of old pantiehose can be used to fill the hole in around the stem to prevent dirt from washing out.] Hang from the beam/support. Water & fertilize from the top.

As DRKboss mentions, if there's a level above you that can make it easy to set up tomato cages from twine or chain. Here's an example.
