Juniper Potting

Okay, I figure I better move my butt on this repotting, post haste and all that. So, I was wondering, I can't find anything close to the seperate elements required, so I can't mix my own dirt. However, I've found this "Cactus Potting Soil" and I was wondering if it would suffice. It has good drainage, acidicy, and some form of dirt in there, so I think it would work out okay. I want to know everyone's opinion on this though, before I make any move to accidentally kill the poor thing. Any pointers on re-potting would also be greatly appreciated, as I'm pretty much clueless on the whole thing.

Oh! And, also, do you water bonsai during dormancy, or just let them sit. Mine have to spend the winter in a cold room, so I can't expect nature to provide to much in the means of sustenance.
